One solution I used with MS Access 2.0 and WordPerfect 6.1 was to have a collection of template letters as Wordperfect documents, with relevant fields in the templates marked up in some unique way. The users would use Access to generate a set of data which was to be merged with the templates; Access would then use DDE to contact Wordperfect and perform "search and replace" on all the unique field markers, thereby generating letters in Wordperfect which the users could edit.

It worked pretty well, but was rather slow. I'd say it wasn't much use for doing more than 20 letters at once.
