Make your procedure look like:

procedure action( categories in owa.vc_arr ) is
begin

	for i in 1 .. 1000000 loop
	begin
		htp.p( categories(i) || htf.br );
	exception
		when no_data_found then exit;
	end;
	end loop;

end;
/

owa.vc_arr is a varchar2(2000) 'array' type you can use, or you can define your own (useful if your user doesn't have to select ANY item, you need to default the array). Consider;

create package types
as

	type Array is table of varchar2(2000) index by binary_integer;
	emptyArray Array;

end type;
/

create procedure action( categories in types.Array DEFAULT types.EmptyArray ) is
begin
....
end;
/
