Thoughts needed: VB5.0 and ORACLE NT

Our company is about to embark on a project using VB5.0 and ORACLE on a NT server. I have several questions that I hope can be answered by folks that have already been down this path. These are:
- What ORACLE tools are a must for our developers (on their development PC's)? PL/SQL?
- What db access method do you recommend for a system with 0-50 users? 50-100? 200+ (ODBC, ORACLE OBJECTS,?...)?
- Do you recommend extensive use of Stored Procedures and other techniques to offload the client db processing?
- Are there any other tools, debugging, networking monitoring, performance tools that you can recommend?
- Any recommend resources, on net, or books for me to read.
Sidebar: Our application currently exists in SQL*Forms30, I was pushing an ORACLE*FORMS conversion but was overruled. Frankly, I think its going to take a *ton* of work to rewrite 50+ SQL*forms to VB in 5 months. But hey, when they say jump, I gotta jump.
