It is only partially true. Some field level triggers are generated from Designer/2000, others have to be added from with Developer/2000. However, Designer/2000 'knows' about these additions and can maintain them - see ''Regeneration'' in the help.
Moreover, Designer/2000 R2.0 will allow you to explicitly define and maintain any trigger at any level within Designer/2000 itself. All of these will then be incorporated into the generated form during generation.
