Connecting to local database

I have installed Personal Oracle 7.2 for Win 95 & Developer 2000 (Release 1.1 for Windows). I am trying to connect Oracle Forms 4.5 to my local database in Oracle 7.2. Usename - scott, Password - tiger & then connect.
I got the following error message - ORA-03121- no interface driver connected. Function not performed. Please help. I have CDs for both Personal Oracle 7.2 & Developer 2000.
