Connecting via TCP/IP

I am connecting to Oracle 7.3. I have no problems connecting, but the first time I try to connect, my PC brings up my dial-up networking dialog box and tries to connect via the Internet. If I hit Cancel then I can connect to Oracle. Does anyone know how to get rid of this annoying problem?
