I believe that Oracle is very busy to deliver version 12, which was promised for January 2013. It's April now and the spring cannot come until version 12c is delivered to the world. I believe that Oracle is very busy on readying 12c, with very little capacity for anything else. I'm expecting 12c to be bug free, after all this effort.
