Depending on what do these 10,000 workers do and where are they located. If they're in Elbonia, I recommend Postgres. For all other possibilities, it depends on the financial resources the company has allocated for that purpose, exact need (which is slightly different than the head count), the equipment you have and the availability of the good IT staff.
