In addition to Noon's basics, there would be some dependency on what you currently have: Oracle version, platform, storage, data volume and application. If it is more than some arbitrary age or version, long-term (5 years plus) strategic planning would be called for. If it is much more, sometimes throwing everything out and upgrading everything to what is currently hot can make sense.
For example: If you are on 9.2 Oracle, you need to upgrade.
