Part of the answer depends on what kind of License you purchase: cpu vs named, and how you configure your environment such as placing test and production on the same machine. You can get your license to cover a single or multiple machines. If you buy X number of named users some of them can be production and some can be test/development. There is a lot of variety in the license process depending on what is negotiated. Oracle definition of 'development' is also a factor.
