No he didn't.
He said "we were forced to do that today" in reaction to Joel's
suggestion to "get a contract dba".
After that, OP didn't post anymore until yesterday, leaving the
impression that the external dba would take care of the issue.
Now it seems his bosses were only willing to pay this dba for 4
minutes ...

Yes, hence Joel's suggestion to "get a contract dba".

Disagree.
At least Joel offered some good advice (quoting a TechNote, suggestion
to hire a dba, ...) and asked for additional info about the
environment (which OP didn't provide).
What's more: in what way was your post more helpful?

OP didn't mention OAS anywhere, so it's far from certain this will solve his problem.
