Your post is not very clear to the exact nature of the problem you face. Where in the installation process are you? What is the exact error message? What version of Windows are you using. There are differences between Windows XP, 2003, 2008, Vista, and 7.
Is there a currently working version of Oracle on the machine or is the Oracle that is there left over from a previous failed installation or a older version installation that is no longer in use.
If there is no prior Oracle version in use but part of a prior installation exists it would be best to remove it before attempting to install a new installation. A complete removal would include cleaning out the registry and the OS environment variable settings.
