One question about ORION test

Hi All,
I have one question about ORION test.
Below is my test data from ORION tool. When the IOPS = 360, the latency time is 11.09 ms. So the current disk system can support 360 IOPS, is it right? If the system have heavier load and IOPS>360, it will cause wait.
