"A separate Oracle Database can be installed and used as a Oracle Enterprise Manager Grid Control (OEM Grid Control) repository without additional license requirements, provided that all the targets (databases, applications, and so forth) managed in this repository are correctly licensed. This database may also be used for the RMAN repository. It may not be used or deployed for other uses."
For RMAN, you don't want it's repository in your production db, since the repository would be used to restore the db. RMAN doesn't need a repository, it's nice to have if you have more than a few databases.

There are some things that are included for use by Oracle internal mechanisms, that would otherwise need to be licensed. I don't know if JVM is one of those, but since it is used at least by dbconsole, and doesn't seem to be priced anywhere, go ahead. It is not in XE, which is one of the limitations of XE. Apex is pretty handy, and is free AFAIK. jg
