Oracle 9i NLS_CHARACTERSET

Hi,

In the table NLS_DATABASE_PARAMETERS, if I see that the value of NLS_CHARACTERSET has been set to a particular value (let's say to ��WE8ISO8859P1��), is it possible to change or to override it in some way ?
