ORA-01090: shutdown in progress - connection is not permitted

Hi
After command shutdown immediate in sqlplus on database Oracle9i I look error message:

SQL> ORA-24324: service handle not initialized ORA-24323: value not allowed
ORA-01090: shutdown in progress - connection is not permitted SQL> Disconnected

But in Enterprise Manager database shutdown and startup correctly.
