Oracle 11g db control always has problems

I am using oracle 11.1.0.6 on Office XP Service Pack 2
When I created a database instance using dbca, I could access db
control using
https://... Link. But now when I rebooted my PC, I cannot access db
control any more (page cannt be displayed). In the past, I had to drop
db control and recreate. But problem happens often, so looking for
permanent fix.
