Why don't you go up to 2G redo? Perhaps rman is spending way too much time housekeeping all those files. What kind of control file waits are you seeing? What does a statspack (or AWR if you are licensed) say about your top waits? I assume you are using a repository? You aren't using RAC? Streams?

I suspect OEM is lying to you about archive_lag_target, or you may be lying to it, show the parameter, check which spfile or pfile you are using and look carefully at those, be sure it is spelled right.
