This directory is being used by OPatch, Oracle's main utility to install patches and upgrades. You would be read up in the OPatch documentation whether it is used for scratch or permanent storage. Reading documentation does no harm, you might actually learn something from it. And it is preferred to requesting volunteers to abstract the documentation.
