Since Oracle is not a hardware vendor (at least not for mainstream CPUs) it does not provide patches for CPUs.

If you want to patch your CPU, go ahead. If the supplier of the motherboard supports it, chances are that your Oracle will still work after the "patch". You should make a backup of the database though.
