ORA-12560: TNS protocol adapter error

I'm attempting to install Oracle 11g in my Windows XP Home machine. During the installation of database configuration assistant, I got the pop up error "ORA-12560: TNS protocol adapter error." I tried it twice and still failed. I have no idea what's going on. Any ideas?
