It is retracted from the patch list, but still available under the original patch number, no password.
Somebody has really fouled up this time. It looks like Oracle Corp. is having slight organizational problems. First, it has been over a year without a patchset for an awfully buggy version like 10.2.0.3 and then they leak patchset out, lock it, retract it, but do not plug the leak.
