The link as posted works ok for me on my machine (XP). Did you define a loopback? Open a command window and ping 127.0.0.1. Search tahiti.oracle.com for the word loopback, see the installation guide for windows.

I'm hypothesizing that you didn't install the loopback adapter and so 127.0.0.1 is not considered to be a server by your machine.
