This isn't about whether there is or is not a DBA around. This is about whether developers, generically speaking as there are always exceptions to every rule, are capable of correctly utilizing the privileges and tools required to diagnose performance problems.
If you think you are one of those developers who should be granted the privs and given access then you should be able to easily answer this basic interview question: What methodology do you use to identify problem?
Here ... I'll make it easier for you ... you use the Wait Interface. Now how about fleshing that out for the other developers who don't know as much as you. Explain to them how you do that?
