Management wants the problem figured out and they don't have a DBA that can do it, but they do have very smart developers. They aren't going to care what Daniel Morgan says. They are going to get the developer whatever privileges he needs and the developer is going to then be on the production database.
You can rant about how it should be. I'm telling you how it is in many of the cases.
