Because AQ has its share of problems. Sub-second scheduling, for instance, doesn't really work. AQ is an exotic feature, not really used that frequently and has more then its fair share of bugs. Some of the bugs are show stoppers which can significantly increase development cost. I also have comments about Oracle quality in general and the timely availability of patch sets.
