That banks get robbed is not up for debate. We are debating whether they should continue to be robbed because bank robberies exist.

I am not ignorant enough to think every DBA is competent, or that every developer is not more skilled than their DBA, or that most management has a clue. I am advocating best practice and that is that developers never touch production and if the DBA is incompetent train or replace them.

Still though ... not one of you developers has solved the simple tuning problem I put forth. I'm beginning to wonder.
