Maybe I'm unimaginative, but I can't even imagine an SGA that small in any modern production system. In general, I think any performance methodology that doesn't take into account looking to see that everything is configured in the ballpark is limited. I'm pretty sure I've heard Cary Milsap say something to the effect his methodology is based on his people's experience, which is that they are only called in when all the easy and obvious things are fixed.
So grab the low-hanging fruit first!
