There are 4 tests (examinations) not papers.

The hands on course requirement is the requirement from Oracle that all OCP canidates take an Oracle offered training class as well as pass the examinations to be certified.

People who are already certified may take upgrade examinations and do not have to take an Oracle offered training class.
