I believe you don't need to restore them manually: RMAN records all files it backed up from FRA to tape in the recovery catalog, so when it needs them for a restore and they are not in the FRA anymore, RMAN will ask for a tape that has the FRA backup and will use it as the source automatically, because it knows those files are on tertiary storage. At least that's my understanding of the way it works.
