Undo Table TableSpace Datafile

I have an Undo Table TableSpace Datafile that has grown to 17G. Right now only 11M are in use. How can I shrink this tablespace datafile down to 200M? I am on a Unix system. I tried to create a second undo datafile

   and then offline the other to remove. That would no go through because (I presume) because of the 11M still in the 17G file.

What is the best way to reclaim the 17G of disk space back?
