Go to tahiti.oracle.com and search for HTML. Everything from Apex ( http://www.oracle.com/global/sk/sme/pdf/apexuserguide.pdf ) to sqlplus ( http://download-west.oracle.com/docs/cd/B19306_01/server.102/b14357/ch7.htm ) can do stuff, depending on what you want.

At one time, I learned a lot about generating html from sql by observing the RDA product from Oracle metalink.
