Likely you have a faulty install. Dbcontrol still relies, IIRC, on Oracle Intelligent Agent, and Oracle Http Server/Apache. You probably need to verify whether both work, and have been configured correctly.
Likely OIA hasn't been configured correctly, because the Navigator Tree relies upon the services OIA should discover.

If you are using a DHCP address for your server, make sure you have a local loopback connector configured.
