Since the info is not complete it's just a guess, but I think that
Vince has a problem doing transactions in Oracle apps.
Some 'online' transactions are passed to different interface tables/
processes and there you are depending on the time interface of it as
well the possible overload on background processes where yours take a
lot of time to end.
