Sybrand is right, DBCA is 100% portable. Today, there are very few occasions to use such a re-create database script. However, if you really do need one, I wrote a little PHP tool which I maintain on more or less regular basis and which does contain a tool to create a script to re-create the database. The only thing for which I needed a script like that was to move a 9i database from Solaris to Linux. The only way one can accomplish that is by full exp/imp procedure and it is nice to have the same file layout as in the original database. The script was good enough for me, when I needed it, and I didn't need it for a long time, so it remained unchanged for more then 2 years. It does work. I make no guarantee of the script being suitable for your purposes. The tool can be downloaded freely from my web page.
