Don't do windows!
If you want the best bang for your buck, go Solaris on 2-8 core T1's (16 cores total) and 16GB of memory. As far as your license this is an equivalent system. It shouldn't matter whether or no (license-wise) you're using 32 vs 64 bit. Contact your Oracle representative about this.
