Why are you assuming this? Oracle doesn't work by default with UNC.
And while you can use UNC using special tricks, Oracle doesn't
recommend using them, as they impose a security risk.
Also, I seriously doubt, how you would arrive at such an assumption
after reading the documentation, so I am assuming you didn't read the
documentation.
Because the flash recovery area (which is ideally visible to all
nodes) needs to be either on ASM or on any Cluster File System.
Anything else might work, but it will be
a) dangerous b) unstable c) hurt performance
