Disable you virusscanner, it's looks like it's blocking port ranges.
And do not try this when connected to your ISP - they probably
block those ports as well.
What Sybrand said - use 127.0.0.1 also known as local loopback
Oh - and only Oracle 12d is certified for Vista :)
