This is way too little information to work on. First of all 'Listener failed' is not an Oracle error message. One would need an Oracle error message.
Secondly, you would need to examine the listener log (located in $ORACLE_HOME/network/log) for error messages, preferably *prior* to calling for assistance.
My experience is listeners *never* fail. So you are calling for someone to take their crystal ball and have them resolve it, without any *relevant* information.
