OK, I'm wondering if you installed XE, which set an oracle_home, then installed AS, which set a different oracle_home, and left that in the registry, so the wrong oracle_home is there when XE starts up auto.

Do you have something called Oracle Home Selector under Oracle Installation Products on your programs menu?
