        Well... Dataguard is going to be a necessary element in this of course. Although I doubt this is what he's asking for within the individual sites. DG will just be used for site-to-site replication and failover.

        As an added bonus, this means that you need to buy the enterprise license of Oracle. (cha-ching)

        If DataGuard could be setup to do seamless failover, he might even be able to setup his two sites with it and avoid RAC. However, that's not the case. So, RAC is probably the only option. The DG switches in general (intra-site or inter-site) will be painful and unpleasant.

        That will be something to consider when building this thing out. Being in the position where you're doing frequent failovers is a royal PITA. Having a remote site only magnifies the pain. The better the clusters are put together, the happier everyone will be in the end.

        Does Oracle have a decent TNS name server solution yet?
