Find the Oracle 9i client CD, and re-install the Oracle client. Make certain that the various ODBC options are selected. Then install the Microsoft MDAC that is appropriate (likely MDAC 2.8).

That should provide the application admin what he wants. He probably wants to use the Oracle ODBC client, and not the Microsoft ODBC client for Oracle.
