Please search the archives of this group and/or read up the
Troubleshooting chapter in the Net Administrators manual up on
http://tahiti.oracle.com.
This is a frequent error, and the solution has been documented
abundantly.
Basically, you must have multiple tnsnames.ora files floating around.
