http://otn.oracle.com has some nice tutorials outlining the various parts of 9iAS, including the Forms and Reports Runtime services which you need to do this.
So the answer is No, it is not possible to do it without (preferably) 10g/904 iAS, but it is possible to do it with a scaled down version of AS (which still contains almost all components).
