Creating new users in XE

I just installed the Debian XE package on an Ubuntu machine.

I can connect with sqlplus as system. Then I:

create user "stan" identified by "xxx" ;

Says user created, but when I try to connect as this user via sqlpus, I get badd username/password pair.

It's been a while since I had to create users in a new instance, what am I forgetting?
