On existing hardware or does this involve a new hardware purchase? For what purpose?
In what environment?
With what number of users and transactions? Stand-alone or RAC?
With what SLA?
With what support expectations?

The best answer to these questions, unless one is a religious zealot, are not made in a vacuum.
