you need to have exactly the same environment, because there is many
different problems which can arise on an oracle DB which happen only
because you have a specific bug in the kernel in a specific oracle
release on a specific OS, at a specific patch level ...
Elsewhere you can turn around forever and never be able to reproduce it,
as it naturally can't happen in another configuration.
Maybe try to have a test instance on the same server, or at least a test
schema in the problematic DB, elsewhere ...
