ORA-10980 in trace file after attempting to alter materialized view?

Attempting to find out why I cant specify fast refresh on commit for a materialized view from a specific user.

In doing so I traced an alter materialized view command after creating the view with refresh on command specified.

In the trace file the error ORA-10980 is specified.

I did a search on the web and others have come across this error during snapshot creation but metalink did not give a cause.

One person said he flushed the shared pool before a refresh and he was able to get around the error.

Anyay the user has select any table, create snapshot, alter any materilized view etc.
