Not really.

I can connect to 8i databases with SQL Developer, but there is a warning that only version 9 and above are supported. I guess some things won't work. You can try if it works good enough for you.

In the worst case, you'll have to use two tools for the two versions, maybe the Java Enterprise Manager for 8i.
