I don't think that's possible. The dbc file contains the connection information (username, password and connection string). If it can't be found, how can your Oracle Applications connect to the database? Make sure the file exists; I remember it should be under <somewhere>/secure directory. But more likely this is because your environment variables are not set correctly for this instance.
